In a high-security military environment like Dugway Proving Ground, rapid, accurate communication is critical during emergencies (system outages, security incidents, etc.). Protocols were outdated, risking public panic and reputational damage during a crisis.
The Strategy
The strategy was to move from reactive communication to proactive governance and training, ensuring designated Public Information Officers (PIOs) could deploy immediate, aligned messaging during any emergency.
The Execution
Protocol Authorship: Authored the official Emergency Operations Manual for communications, establishing clear approval matrices, holding statements, and post-mortem procedures. (This is a tangible, high-value deliverable).
Incident Management: Managed real-time crisis communications during emergency operations, ensuring accurate and timely public messaging under the Incident Command System (ICS) framework.
Readiness: Used my FEMA and ICS certifications to train and coordinate PIOs across departments, ensuring 24/7 readiness for rapid deployment of communication assets.
